Residents who spent three months building a picturesque rockery outside their block of flats have had to remove it amid health and safety fears.<br />
<br />
Town Hall bureaucrats feared tenants could trip over some of the rocks and slabs that formed part of the display built into a grassy bank.<br />
<br />
To add insult to injury, the sheltered accommodation is just yards from an uncovered site that the council uses to pile up tarmac for nearby roadwork.
